What makes a hydrostatic test different from ordinary plumbing work is that it is part of a real estate contract with a deadline. The Texas Real Estate Commission sets the residential contracts DFW deals use, and the option period they define is the buyer’s window to conduct due diligence, including specialty testing, before committing.
TREC describes the option period as the time for a buyer to conduct inspections beyond a walkthrough, and states that a hydrostatic test must be separately authorized in writing by the seller and that only a licensed plumber may perform it. Those two rules shape the whole job: the test has to be arranged, approved, and completed while the clock runs.

A buyer or agent has limited days to order the test, get the seller’s sign-off, have a licensed plumber run it, and still leave time to act on the result.
