A letter from Dallas Water Utilities saying the material of your water service line is unknown is not a mistake. The federal Lead and Copper Rule was revised by the EPA in 2024, and it requires public water systems to build and maintain an inventory of service lines, the pipe connecting the water main to a building. Dallas Water Utilities has been assembling that inventory from plumbing codes, permits, old master plans, distribution maps, and inspection records, under a ten year clock to finish it and replace any lead or galvanized lines found.
Here is the part that matters at the property line. Dallas Water Utilities states that the property owner is responsible for the private side of the service line, covering the plumbing inside the premises and everything along the property coming from the meter. The utility keeps the public side and the meter. Yours begins there, so a private line listed as galvanized or unknown is a plumbing job, not a utility project.
Galvanized pipe is steel with a zinc coating, and once the coating fails the steel rusts from the inside out. The bore narrows a little every year, so the symptoms arrive slowly. Dallas Water Utilities offers free lead testing on request through 3-1-1, which is a reasonable first step when the material is listed as unknown.

Dallas Water Utilities is building a service line inventory required by the EPA’s revised Lead and Copper Rule, and the rule requires notification of customers whose line material is recorded as unknown, lead, or galvanized. Unknown means the records reviewed so far do not confirm what the line is made of, not that lead was found. Dallas Water Utilities offers free lead testing on request through 3-1-1, and a plumber can identify the private side by exposing the line where it enters the house.
The property owner. Dallas Water Utilities maintains the public side and the meter, and states that the owner is responsible for the private side, which includes everything along the property coming from the meter plus the plumbing inside the premises. In practice, a leak between the meter and the foundation is a private repair, and replacing a galvanized or lead private line is arranged by the owner. We locate the line, confirm the material, and lay out the options.
North Dallas falls under the City of Dallas, so Dallas permit and inspection requirements apply. Small repairs such as swapping a faucet or clearing a stoppage generally do not require a permit. Water heater replacement, repiping, sewer and yard line replacement, gas piping alterations, and new fixture rough-in generally do, and the finished work has to pass inspection. We identify the requirement, pull the permit under our license, and stay with the job through inspection.
The quickest check is visual. Galvanized pipe is dull gray steel with threaded fittings and a magnet sticks to it, while copper is unmistakable and plastic supply lines are not metal at all. Look where piping is exposed, such as a garage wall, an attic run, or under a sink. Age is a clue but not proof, since many houses have been partly repiped over the years. We verify the material where the line enters the house.
Two causes are common. The first is restricted supply piping, where corrosion has narrowed the pipe so it cannot feed two fixtures at once. The second is a failing pressure reducing valve, which either lets pressure run high or throttles it as demand changes. Testing static and flowing pressure separates them, because a restriction only shows up under flow. We test first, since replacing a valve does nothing for a corroded line.
A hydrostatic test isolates the drain and sewer system, fills it with water, and watches whether the level holds. A drop means the system is leaking below the slab or out in the yard. It is a standard step during a real estate transaction on an older North Dallas home, after foundation movement, and when a leak is suspected but not located. Static isolation testing then narrows the failure to a branch so the repair is targeted.
