The city’s water treatment process page walks through it step by step. Water is pumped out of Lewisville Lake to the plant. Ferric sulfate, lime, polymer, chlorine, and ammonia go in. Solids settle out, the water passes through 44 inches of anthracite coal, and small amounts of chlorine and ammonia stay in it to keep it safe as it travels through the distribution lines to your house.
That last step is the one plumbers care about. Chlorine combined with ammonia makes a disinfectant that holds up over long distances, which is exactly why the city uses it and exactly why it is rough on rubber. Flappers stiffen and stop sealing. Washers inside angle stops and faucet cartridges harden. Older rubber supply lines go brittle at the ends, where you cannot see them until they let go.
None of that is a reason to distrust the water. It is a reason to treat those parts as consumables. When we are already under a sink or behind a toilet in a Lewisville house, we replace the supply line and the flapper rather than put a worn part back in service. A running toilet is usually a small piece of rubber that quit, and it can waste more water in a month than a visible drip does in a year.

Lewisville pumps raw water from Lewisville Lake to its own treatment plant, where it is settled, filtered, and disinfected before entering the distribution system. Chlorine and ammonia are left in the water so it stays safe on the way to your house. That residual is doing its job, and it also shortens the life of rubber components in toilets, angle stops, faucet cartridges, and older flexible supply lines. Treating those parts as wear items instead of permanent fittings prevents most of the small leaks we get called out for.
It depends on what the job touches. Clearing a stoppage or swapping a faucet washer is not permitted work. Replacing a water heater, repiping, altering gas piping, replacing a sewer line, or adding fixtures typically requires a permit and inspection through the City of Lewisville. Almost always a flapper that has lost its seal. The rubber hardens, the seat picks up mineral film, and the flapper no longer drops flat, so water trickles past until the fill valve kicks on again. A fill valve set too high or a cracked overflow tube can do the same thing. Put a little food coloring in the tank, wait without flushing, and if color appears in the bowl the flapper is leaking by. It is a small repair that stops a real amount of waste.
Repair makes sense when the failure is a replaceable part: a thermostat, heating element, thermocouple, gas control valve, anode rod, or relief valve. Replacement is the better call when the tank itself is leaking, the shell is heavily corroded, or the unit keeps failing in different ways as it reaches the end of its service life. We inspect the unit, identify what actually failed, and explain the difference in what each path buys you before you decide.
Not every house does. Homes with a below grade area, a crawl space that holds water, a yard that drains toward the foundation, or a history of standing water after heavy rain are the candidates. A sump pump gives that water a controlled path out instead of letting it sit against the structure. If you already have one, test it before storm season by pouring water into the pit and confirming the float trips and the discharge runs clear of the house.
