Most homeowners here meet the word backflow through a notice telling them a test is due. It is worth understanding why that notice exists.
Backflow is water moving the wrong direction through the supply, either pushed backward by pressure on the private side or pulled backward when pressure in the city main drops. On an irrigation system, the water sitting on the wrong side of that valve has been sitting in a lawn. The assembly is the only thing between it and the drinking water in the house.
The City of Frisco treats the installation accordingly. On the city’s backflow page, Public Works states that every backflow prevention assembly requires a plumbing permit before it is installed, and that installation is done by a licensed plumber registered with the city, or by a registered licensed irrigator when the assembly serves an irrigation system. Assemblies with test ports must be tested at installation and annually after that by a licensed backflow tester, with a city fee charged per assembly for the annual inspection.
In a city with this many irrigated lots, that is not rare hardware. It sits outside, it stays full of water, and a hard freeze can crack the body or split a check valve. The failure usually surfaces in spring when the system is turned on rather than in the week the damage happened. A failed test is not paperwork. It means the assembly has stopped doing the single job it exists to do.

The City of Frisco requires a plumbing permit from the Public Works Department before a backflow prevention assembly goes in, and the installation is done by a licensed plumber registered with the city. On an irrigation system, a licensed irrigator registered with the city may install the assembly instead. This is not a homeowner project and it is not a handyman project. If someone offers to swap one out without a permit, the work never gets inspected, and the property owner inherits that gap.
If it has test ports, yes. Frisco requires those assemblies to be tested when installed and annually after that by a licensed backflow tester, and the city charges a fee per assembly for the annual inspection. The test is the only way to confirm the check valves still close. An assembly can look perfectly sound from the outside and have failed internally, particularly after a hard freeze, and nothing about the way your irrigation runs will tell you that it happened.
Age is not the only way plumbing fails. In newer construction the causes tend to be installation related: a joint that was never fully made up, a fixture connection left loose behind a wall, a drain run with too little fall, or a pressure reducing valve nobody ever adjusted. These often surface several years in, once the house has settled and the connection has been cycled enough times. The upside is that they are findable, and the repair is usually smaller than what an older house needs.
That comes down to the scope of the job. Swapping a shower cartridge or a supply stop generally does not call for one. Water heater replacement, repiping, gas piping, sewer work, backflow and irrigation installation, and anything that alters the system are regulated and generally require a permit and an inspection. Before a job starts we check the requirement with the city, pull what is needed, and see the inspection through, so the work is documented for whoever owns the house next.
Yes, and it is one of the more common findings in newer houses. Pressure running above what fixtures are rated for shortens the life of supply lines, toilet fill valves, and water heater components, and it turns marginal connections into slow leaks. A pressure reducing valve is what holds it in check, but the valve itself wears and drifts out of adjustment over time. We measure static pressure at a hose bib as part of diagnosing any problem that keeps coming back.
